The EU Model of Socially Responsible Public Procurement

Purpose: The object of this paper is an overview of the European Model of Socially Responsible Public Procurement for the purpose of knowing the civil servants involved in the public contracts and the prospective contractors about them. Public buyers spend more than 16% of the EU’ GDP. By using the Public Procurement effectively by contracting authorities, one can have positive social impact (such as the reduction of criminal rate because of the employment of ex-offenders or immigrants) and contribute to sustainable development. Socially Responsible Public Procurement, in other words, take into account social considerations in public contracts in order to achieve positive social outcomes through the purchasing power of the Public Sector.

Methodology: Concise review of the most important Articles of Directive 2014/24/EU related to Socially Responsible Public Procurement in the European Union will be made.

Findings: Presentation of the most important articles of Directive 2014/24/EU on Socially Responsible Public Procurement

Unique Contribution to Theory Practice and Policy: For the first time, stakeholders in Socially Responsible Public Procurement will have a comprehensive overview of the institutional framework in place in the European Union to be able to develop relevant public policies (employment, social policy, etc.). This work hopes to become a reference point for both Social Economy Operators and Contracting Authorities, both to facilitate the access of the former to the EU public procurement market and to provide a basis for the development of initiatives to further improve this institutional framework.

Assessment of Factors Influencing the Effective Implementation of Public Projects: The Case of Selected Public Projects Financed by Botor Tolay Woreda Administration, Oromia Regional State, Ethiopia

Purpose: The main purpose of the study was to assess the factors that influence the effective Implementation of public projects: The Case of Botor Tolay Woreda, Oromia Regional State, Ethiopia.

Methodology: The study was both descriptive and explanatory research design and applied Quantitative and qualitative research approach. The primary and secondary data was used, the primary data was collected by using questionnaires and observation while the secondary data was through analysis the documents. Purposively select 26 expertise and experienced employee from the government office and Contractors. The collected data was analyzed by using descriptive and inferential statistics. To ensure the relationship between independent and dependent variables the Pearson correlation and multiple linear regression was applied. The data was analyzed by using Statistical package for Social Science (SPSS) version 25. The study Result was presented through the using of table and figures.

Finding: The study focuses on the four major factors that affecting the success of public project implementation those planning and scope cause of delays, Client related, Contractor related and external factor related delays of the public project implementation. The findings of correlation and regression show that there was a positive and significant relationship between Project implementation and, Planning and scope of the project, Client, Contractor and external factor related delays.

Unique Contribution to Theory, Practice and Policy: The researcher recommended that the government body open consulting and supervising office of construction at woreda level for delays of payment approval to successful implementation of the public project, The woreda also practice by improving the delays of client, and planning and scope level delays, the contractor practice their work as schedule, cost and quality.Both government body and contractor develop the methods of resisting the external factors to compact the problemsystems, stakeholder, agency, institutional, and resource dependency theories.

Social Impact Bonds and Socially Responsible Public Procurement in the 21st Century

Purpose: Socially Responsible Public Procurement is an important tool to support both Social Economy Organisations and wider public policies. The object of this paper is to examine the financial instrument of Social Impact Bonds (SIBs) by the Public Administration in order to support on the one hand sustainable development and social integration and on the other hand the Social Economy Bodies in their efforts to secure resources to achieve their mission (sustainable and socially inclusive development). Through the presentation of case studies, stakeholders will be able to understand the importance of Socially Responsible Public Procurement and the importance of Social Impact Bonds in ensuring an inclusive and environmentally respectful society.

Methodology: Concise review of the theory of Social Impact Bonds and the connection with the Public Procurement through representative case studies from UK, USA and Israel.

Findings: Presents the results that the utilization of social impact bonds had for contracting authorities, the development of the Social Economy and wider public policies (such as employment, social inclusion, etc.)

Unique Contribution to Theory Practice and Policy: Through this paper, stakeholders will have the chance to understand the importance of SIB in relation to Socially Responsible Public Procurement. SIB is a new financial tool which can financially support Social Economy Bodies in order to fulfill their missions, but it also has disadvantages. The specific article includes proposals in order to improve the institutional framework of Social Impact Bonds.

Kenya Elections Trail: East African Roads Lead To Nairobi Anew

Purpose: Elections in Kenya since 1992 have had an uneven experience with some in which the results were contested only in the end to be accepted by the citizens on the one hand. On the other, in some elections there were crises but which resulted in a workable democratic compromise. This time around, in 2022, Kenya’s Supreme Court confirmed William Ruto winner of the country’s 2022 disputed national vote and the gesture did not put an end to political instability. The Opposition, Azimio coalition, continued to take the government head on over the high cost of living, issues of constitutional review, the appointment of a new electoral agency commission and the buying off of opposition members of parliament, among others. After two weeks of street protests by the Opposition and in an unexpected turn of events, Ruto (the sitting President) extended an offer of peace calling for dialogue. This study examines whether what is unfolding is yet another reason to believe that Kenya is setting a model for democracy in the East African region bedeviled with some election democracy troubled spots.

Methodology: To attain up-to-date and reliable information, engagements have been done in debates, discussions and interviews with personnel who have had different roles and mandates at the level of intervention in the electoral process such as observing, monitoring and supervising; political analysts, political scientists, ruling party personnel, main opposition party personnel and civic educators in the office of the Registrar of Political Parties. Complementing were media tools in its various forms: tabloids (daily or weekly), newsreels, electronic media and others.

Findings: Preliminary results from such avenues portray that in what appears as ceding ground from hard stance earlier adopted by the government, the reconciliatory tone stuck by the President is a step going along way to cool down the temperatures that have characterized the country’s political space over the last few months. In a similar vein, the gesture by the Opposition to give dialogue a chance is a window of opportunity to get the country back in the course of stability.

Unique Contribution to Theory, Practice and Policy: While it remains to be seen how the talks between the two sides will progress, it also remains to be seen as to whether the jargon defining the process, ‘bi-partisan’ differs from other wordings like cooperation, grand-coalition, and handshake earlier applied when such situations determined the then defining political atmosphere.
